Recently, the high-tech enterprise identification management network announced the notice of the first batch and the second batch of high-tech enterprises to be recognized in Fujian Province in 2018. According to the relevant provisions of the Administrative Measures for the Identification of High-tech Enterprises (Guoke Fa Huo [2016] No. 32) and the Guidelines for the Identification and Management of High-tech Enterprises (Guoke Fa Huo [2016] No. 195), a total of 935 enterprises in Fujian Province passed the proposed certification this year, including 493 in the first batch and 442 in the second batch.

High-tech enterprises refer to resident enterprises registered in China (excluding Hong Kong, Macao and Taiwan) within the "High-tech Fields Supported by the State", continuously carrying out research and development and transformation of technological achievements, forming the core independent intellectual property rights of the enterprise, and carrying out business activities on this basis.
The eight high-tech fields supported by the state as stipulated in the "High-tech Fields Supported by the State" include: electronic information, biology and new medicine, aerospace, new materials, high-tech services, new energy and energy conservation, resources and environment, and advanced manufacturing and automation.
(1) The enterprise must be registered for more than one year when applying for recognition;
(2) Enterprises acquire ownership of intellectual property rights that play a core supporting role in technology for their main products (services) through independent research and development, transfer, donation, mergers and acquisitions, etc.;
(3) Technologies that play a core supporting role in the enterprise's main products (services) fall within the scope of the "High-tech Fields Supported by the State";
(10) The proportion of scientific and technological personnel engaged in R&D and related technological innovation activities of an enterprise in the total number of employees of the enterprise in that year shall not be less than <>%;
(5) The proportion of the total R&D expenses of the enterprise in the past three fiscal years (calculated according to the actual operating time if the actual operating period is less than three years, the same below) meets the following requirements:
1. Enterprises with sales revenue of less than 5000 million yuan (inclusive) in the latest year, the proportion is not less than 5%;
2. Enterprises with sales revenue of 5000 million yuan to 2 million yuan (inclusive) in the latest year, the proportion is not less than 4%;
3. Enterprises with sales revenue of more than 2 million yuan in the latest year, the proportion is not less than 3%.
Among them, the total R&D expenses incurred by enterprises in China account for no less than 60% of the total R&D expenses.
(60) The proportion of high-tech product (service) revenue to the total revenue of the enterprise in the same period in the past year is not less than <>%;
(7) The evaluation of enterprise innovation ability should meet the corresponding requirements;
(8) No major safety, major quality accidents or serious environmental violations occurred within one year before the enterprise applies for certification.

The proportion of scientific and technological personnel in enterprises |
The proportion of scientific and technological personnel in an enterprise is the ratio of the number of scientific and technological personnel of an enterprise to the total number of employees. Enterprise scientific and technological personnel refer to personnel directly engaged in R&D and related technological innovation activities, as well as those specializing in the management of the above activities and providing direct technical services, with a cumulative actual working time of more than 183 days, including on-the-job, part-time and temporary employees. |

Proportion of R&D expenses of enterprises |
The proportion of enterprise R&D expenses is the ratio of the total R&D expenses of an enterprise in the past three fiscal years to the total sales revenue in the same period. The scope of R&D expenses is as follows: personnel labor costs, direct input costs, depreciation expenses and long-term amortization expenses, amortization expenses of intangible assets, design costs, equipment commissioning expenses and test costs, outsourcing external research and development expenses, and other expenses. |
The innovation ability of enterprises is mainly evaluated from four indicators: intellectual property rights, the ability to transform scientific and technological achievements, the management level of research and development organizations, and the growth of enterprises. All levels of indicators are scored according to the whole number, with a full score of 100 points, and a comprehensive score of more than 70 points (excluding 70 points) is considered to meet the recognition requirements. 1. Tax deductions
The corporate income tax rate of high-tech enterprises after the certification was reduced from 25% to 15%, which is equivalent to a 40% reduction on the original basis.
Qualified technology transfer income of high-tech enterprises is exempted from or reduced from enterprise income tax.
The depreciation of fixed assets of high-tech enterprises accelerates. Fixed assets that are allowed to accelerate depreciation include: 1. Fixed assets with rapid product replacement due to technological progress; 2. Fixed assets that are in a state of strong vibration and high corrosion all year round. Where the method of shortening the depreciation period is adopted, the minimum depreciation period shall not be less than 60% of the depreciation period provided for in Article <> of these Regulations; If the accelerated depreciation method is adopted, the double declining balance method or the sum of years method can be adopted.
R&D expenses are super-deducted. If the R&D expenses incurred by an enterprise for the development of new technologies, new products or new processes are not included in the profit or loss of the current period as intangible assets, they shall be deducted in addition to 50% of the enterprise's R&D expenses on the basis of the actual deduction in accordance with the regulations; If an intangible asset is formed, it is amortized at 150% of the cost of the intangible asset.
2. Scientific research funding support
After obtaining the national high-tech enterprise certification certificate, enterprises can directly obtain local policy incentives, up to one million. The high-tech enterprise certification certificate will be a basic threshold for many policies such as capital support, and it is also one of the basic conditions for enterprises to go public.
3. National qualification certification hard signboard, enhance corporate brand image
High-tech enterprises are a rare national-level qualification certification, and it is an indispensable hard signboard for enterprises relying on science and technology, and its brand influence is second only to China's well-known trademarks and national inspection-free products.
